I am concerned to hear that the Children's Commissioner for Wales has said that the standards for educating children in care across Wales are "ridiculously low." The Children's Commissioner, Keith Towler calls it "shaming" on BBC Wales' Eye on Wales. He urges greater educational aspirations for those children. His report comes 10 years after the Waterhouse Report, which followed a public inquiry into allegations of physical and sexual abuse in children's homes in north Wales.
As retired Deputy Chief Constable I am very concerned, and it is a matter of national embarrassment that these vulnerable children are not getting the education that they deserve, and that we pay for. The spending gap in Wales is bad enough - the Cardiff based Welsh Assembly underfunds our children by £604 compared to England. As a retired police chief I know how important it is to give youngsters, especially vulnerable ones, the very best start that they can get.
I have seen too many children get a bad start in life, and then get an even worse deal as they grow up. We should and must do better than that.
Liberal Democrat policy will target extra money at the pupils who need it most - a pupil premium of £2,500 to each of the poorest children in Wales.
